The PC version of Batman: Arkham Knight is still having issues and has not been put up on the Steam again. Rocksteady and Sefton Hill have come out on twitter to say that Rocksteady themselves are working on the game now. The PC version of the game was outsourced to Iron Galaxy Studios.

Rocksteady tweeted about the issues:

We’re aware that some users are reporting performance issues on PC. We take this very seriously & we’re investigating

It’s still unknown when the game is going to be back up and working properly on pc. It is pretty big for a publisher to actually pull a game off Steam. I do have to praise them for actually doing that, because most publishers have just continued to sell games even if it is broken. Games like Diablo 3, Assassin’s Creed: Unity, Halo: Master Chief Collection, SimCity, etc were all sold even when they were unplayable.
